PNG’s election enrolment fact-finding mission to Timor-Lestes

Voter Registration, information technology equipments, capacity of human resources to use the technique and country’s topography to implement the voter registration has become more crucial for all Election Administrator Bodies around the world. Without a proper voter registrations and a unique technique to handle the election registration processes can become a political disastrous for the country.

The Election Management Body (The State Secretariat for Election Administration – STAE) has a unique, small, well set up, controlled voter registration processes started since 2004. The system is really good and simple to carry by man power from one place to another in remote areas to register voters in rural villages. It has become the combination of the manual and electronic registration mechanisms to control entire country voters for different elections from time to time.

The Papua New Guinea election fact finding team visits Timor-Leste from 18 – 22 May. The purpose of visit is to observe voter registration system which is adopted by Timor-Leste can be useful toll for the PNG Electoral Commissioner to consider in the future. The team consists of Andrew Tawen (Commissioner – team leader), Manasupe Zurenvoc (Secretary of Department of Provincial and Local Level Government), Roger Bottrall (Acting Program Manager of the Electoral Support), Grace Badira (Enrolment Officer) and Kila Ralai (Provincial Election Manager Madang).

The Papua New Guinean Election Fact Mission is pleased to see a unique voter registration system STAE has in place after visited STAE’s Information and Technology department to see how the data is maintained and up dated. Visited exhibition and challenges centres in the Dili district and Manatuto accompanied by Mr Tomas do Rosario Cabral, the Director of STAE. “I am very pleased to see the enrolment processes and mechanisms STAE has in place, also I thank for all the hospitality and warm welcoming of STAE and Timor-Leste Government” said Mr Andrew.
