A Brief History

INAP, formerly the Civil Service Academy (CSA) was established on 8 April 2000. It is the government institution and was set up during Transition period by UNTAET (United Nation Transitional Administration of East Timor). UNTAET had managed this institution for more than two year. It was handed over to the East Timorese and renamed as the National Institute of Public Administration (INAP) in early 2003. INAP is managed by a director and responsible for the State Administration Ministry.

INAP was build to contribute to the process of rebuild Timor-Leste as the youngest country. At the same tine to address the void left by previous government (Indonesian Government) and develop the necessary technical, administrative and managerial expertise needed to manage Timor-Leste as a nation. INAP plays his role as the major vehicle for human resource capacity development for all civil servants in this country.

As the key Institution responsible for capacity building, INAP places priority on addressing the capacity development needs of Timor-Leste civil service at both National and Local Government Administration levels. To do this, INAP staff design and deliver short-term training programs and promote International partnerships in public administration training.

To fulfill its role as a capacity builder and a training institution, INAP provide training to a total of more than 12,000 civil servants (in permanent and temporary positions) in Timor-Leste. INAP is working hard and continues to dedicate to build civil servants of high quality, who are, at once, creative, disciplined, accountable, effective and efficient.
