INAP has received assistance with its capacity building from a number of donor agencies, and form partnerships and Memorandum of Understanding with some institutions abroad. These are:

Asian Development Bank (training for local Authorities and community leadership)

  • Budget for paying lecturers, lunch for lecturers and participants.
United Nations Development Program (Human resources development of the civil servant), completed February 2005

  • Dissemination of the Civil Service Act.
  • Upgrading of bathrooms at residential section  and some recreational  facilities i.e. basketball court and gym at INAP
JICA

  • Supporting IT Training Experts (2002)
  • Supporting INAP’s staff to attend IT course abroad
  • Supporting Computer Laboratory
  • Continue the existing Government Human Resource Management for Timor-Leste
  • Liaison between INAP and INTAN, Malaysia
  • Attachment Program to INTAN, Malaysia

AusAID (capacity building facilities - CBF) for Language training and design Effective Communication Module

  • Review previous language training systems at INAP and identify options for the future that are sustainable.
  • 12 months technical expertise and on-the-job language training.
  • Capacity building the Language Training Coordinator at INAP in language training management.
  • Mentoring and a language training management reference manual
  • Founding for the acquisition of teaching resources
  • A positional language needs audit of the Ministry of State Administration
  • Design Effective Communication Module and founding for delivery of the module

Portuguese Embassy - Portuguese Language Training Course

  • Portuguese Language training include trainers
