Introduction
National Directorate of Public Service shorten to DNFP is responsible to increase civil servant capacity in order to develop strong public service, dignify and professional in which perform its duty to the people of Timor Leste in strategic manner and in a culture of creativity and inovation.
Objective of National Directorate of Public Service (DNFP) are as follows:
- Elaborate, approve and deliver supplementary regulation of public service statute.
- Implement administrative procedures and instrument to the organization, movement, evaluation and the discipline of civil servants.
- Implement system management of human resources which has already approved.
- Realize or form of action to the system information management of human resources.
Activities program of DNFP 2007 to 2012 are as follows:
- Alteration of Public service statue including working hours and duration of public holiday and others.
- Alteration of decree law on regime of career and appointment of the director.
- Framing up all civil servants
- Establishment of personal board of the civil servant
- Approval of Decree law on recruitment and competition
- Approval of decree law on evaluation
- Approval of decree law on Disciplinary Regime
- Definition of Statue of Temporary staff
- Definition of Policy on pension fund and retirement
- Prepare the establishment of Decree law regarding pension fund
- Ensure PMIS system
- Present and approve the regime related to leave, removal and scholarship.
- Revise the organic law of MAEOT
- Regime on Abonus
- Decree law on Pension fund
- Legalize Registration card of civil servant
- Regarding Special Regime Career
- Gift and distinction
- Study and Submission of Public Service commission
- Extraordinary services
- Regarding Regime of duty accident.
- Implementation of approved decree law
