Roles and Responsibilities

Roles and responsibilities of directorate and departments are as follows:

  1. Mr. Boaventura Soares da Silva, as chief department of local administration, carry his duty of responsibility as follows:
    1. Responsible for routine administrative work between DNAL and administration of districts and sub districts
    2. Responsible for the relationship between Ministries/secretaries of state with administration of districts and sub districts
    3. Responsible for monthly, trimester or annual reports or any reports which directed from administration of districts and sub districts.
    4. Responsible for human resources management at administration of districts and sub districts.
    5. Responsible for the coordination with DNFP regarding recruitment, nominations, exonerasoens, transferring of civil servant at DNAL, administration of districts and sub districts.
    6. Responsible for case of dispute between administration of districts and sub districts.
    7. Responsible for coordination with DNAAS to supervise community authorities (sucos and aldeias) and capacity building.
  1. Mr. Eustaquio Maia Gusmao, chief department of Finance and logistic management. His roles and responsibilities are as follows:
    1. Responsible for planning of general budget of National directorate of local administration in coordination with all chief departments.
    2. Responsible for planning of general budget of districts and sub districts in coordination with all chief departments.
    3. Responsible for budget execution of national directorate of local administration which include routine budget, minor capital and budget for development.
    4. Responsible for transferring of district budget including sub districts (POD) from National treasury to district accounts.
    5. Responsible for budget execution of district and sub district activity in coordination with DNAF.
    6. Responsible for budget execution report of DNAL
    7. Responsible for Final budget execution of the districts (Final Report)
    8. Responsible for the necessities of DNAL and district such as fuel and in coordination with DNAF.
    9. Responsible for maintenance of equipments (car, motors, computers, printers, photocopier, other materials) of DNAL as well as districts and sub districts.
    10. Responsible for the database of assets of DNAL, district and sub district (car, motor, computers, printer, photocopier, and other materials) to actualize up to date the existing assets.
    11. Responsible for the evaluation in coordination with DNAF in regards to competition of minor capital.
  2. Mr. Eduardo Lopes de Carvalho, chief department of district Coordination and social economy. His roles and responsibilities are as follows:
    1. Responsible for daily coordination with district administrators and sub district administrators
    2. Responsible for the presentation of weekly report of district administrators
    3. Responsible for planning and development of social economy of the districts and sub districts in coordination with DNDLOT
    4. Responsible for monitoring of rural development funds from MAEOT and other ministries in coordination with DNAAS
    5. Responsible for the database of veterans and ex-combatants of national liberations that are sent by the Ministry of Social Solidarity.
    6. Responsible for the database of aged and vulnerable persons that are sent by the Ministry of Social Solidarity.
    7. Responsible for the development of basic infrastructure of sucos and rural areas (markets, mini markets, water and sanitation) in coordination with DNDLOT and DNAAS
    8. Responsible for providing opinion in relation to social economy.

 

  1. Mr. Sebastiao J.S. Pereira, chief department of social communication. His roles and responsibilities are as follows:
    1. Responsible for press communication to all ministries including districts and sub districts
    2. Responsible for the official press.
    3. Responsible for management of documents or means of social communication to the districts and sub districts.
    4. Responsible for human resources administration of DNAL, districts and sub districts.
    5. Monitoring national and international media printing in particular delivery of information concerning MAEOT activities and to provide reports to its superior in the hierarchy.
    6. Clipping press of the news published by the national media which concern to the activities of the ministry.
    7. Organize talk show/Interactive in Media electronic such as TVTL, RTL and Community Radio.
    8. Create packet of information regarding activities in the ministry and publish it on media electronic
    9. Design brochures to aware the community the mandate of ministry.
    10. Ensure government and MAEOT website content is up to date
    11. Organize press conference when deliver information to the community
    12. Reporting the activities of the Ministry.
    13. Archive produced pictures and movies for exposition needs.
    14. Supervise media focal point in all directorates of MAEOT.
    15. Provide orientation to media focal point the all directorates of MAEOT.
    16. Provide other services as require by the superior in the hierarchy.
