Administration and Finance
Brief History
The National Directorate for Administration and Finance (DNAF) was established in 2003 and Mr. Miguel Pereira de Carvalho was appointed as the first director of the directorate and only 2 staffs were on board.
During the establishment of DNAF, the current Ministry in which DNAF is attached to was Ministry of State Administration (MAE). The establishment of DNAF is to better complete the services provided by other existing directorates.
During the direction of Mr. Miguel until the end of his mandate May 2008, there have been number of programs and activities that have been implemented in this directorate, such as plan and preparation of recruitment for permanent and temporary staffs, with the objective to reinforce the services of DNAF. In fact, it shows that the initial number of staffs have increased from 2 to 50 staff as of today. 13 permanent staffs and 37 temporary staffs.
In the beginning of June 2008, Mr. Angelo Urbano Fernandes was appointed by her Excellency Dr. Arcãngelo Leite, Minister of State Administration and Order of the Territory as the Director of DNAF.
Vision and Mission
To better develop the services of DNAF, it needs capacity building and human resources which are adequate, intelligence, specialized in their duty, transform its temporary staff as permanent staffs, develop its administration and finance at the district level as well as sub district level.
As Internal central services of MAEOT, DNAF is require to assure its technical administrative such general administration, human resources, documentation and assets management designated to:
- Provide technical and administrative support to the members of the government and general director, coordinate and orienting the general administration activities for human resources, finances and assest of MAEOT.
- Guarantee the inventory, maintenance, control and preservation of assets and material that affected to the government through contract of supply of good and services.
- Elaborate the proposal of annual budget of MAEOT.
- Guarantee the collection, security, conservation and management of the MAEOT staff documents.
- Strengthen law and regulations and other legal clearance of finance and aministration.
- Exert the provision of decentralization management.
Output of Services.
DNAF as the focal point of varies activities in relation to MAEOT:
- Focal point to the preparation of Annual Plan of Action
- Focal point to the preparation of budget proposal
- Execute and control MAEOT budget.
- Provision of Decentralization unit
- Prepare maintenance and fuel to the vehicles of MAEOT.
Courses and Trainings
National Administration and Finance Directorate, from 12 to 20 April 2008, conducted training to 13 officers of planning and finance of different districts at MAEOT Dili.
Service Provider: DNAF has sent its staffs to attend 48 hours training at Ministry of Finance Dili from 6 to 7 October 2008.
Human Resources Overseas Training:
From 18 August to 12 September 2008, National Administration and Finance directorate sent its staff to attend Human resources training in Turing-Italy and Lisboa.
External Relationships
DNAF currently in work relationship with JICA, Malaysia, especially in the area of Human Resources.
